Energy Trust of Oregon insulation rebates, handled for you
Attic, wall and floor insulation all pay a per square foot incentive in Oregon. Here is what it pays in 2026, and how we make sure you get it.

What Energy Trust pays
These are the residential rates on the Energy Trust of Oregon incentive sheet effective January 1, 2026. Higher rates apply to rentals and to households in the Savings Within Reach program.

Example: a 1,200 square foot attic at R-11 brought to R-49 on an owner occupied home earns $1,500 back. On a rental it is $1,800.
How we handle it
On the inspection we measure the existing R-value and photograph it, because that is what Energy Trust needs to see. The quote shows the job price, the incentive, and what you actually pay. After install we submit the application with the photos and the invoice. You sign one form.

Who qualifies for Energy Trust insulation incentives?
Homes in Oregon served by Portland General Electric, Pacific Power, NW Natural, Cascade Natural Gas or Avista. Nearly every home in our service area qualifies. The work must be done by a participating contractor and meet the R-value requirements.
Do I have to apply myself?
No. We are set up to submit the application with the job documentation. The incentive is either applied as an instant discount on your invoice or paid to you by Energy Trust, and we explain which one applies before you sign.
What if my attic is already at R-25?
Then the attic does not qualify, because the starting point has to be R-18 or less. We will tell you that on the inspection. It might still be worth topping up, but we will not pretend there is a rebate when there is not.
Are there federal tax credits too?
There have been federal credits for insulation in recent years and the rules change. Ask your tax preparer about the current year. We provide the itemized invoice you need either way.
